To "lock something out" means to physically place a lock onto an energy-isolating device in accordance with a developed and implemented procedure. By locking something out you are essentially achieving a zero energy state prior to servicing or maintaining equipment, machinery or processes. This program is designed to ensure employers, management, and workers understand the hazards associated with uncontrolled energy and the proper methods of controlling that energy through a properly developed and implemented lockout program.
